Adult Housing Programs Housing Navigator Hours: Monday - Thursday Status: Full Time Reports to: AHP Supervisor and Director Purpose: Under the supervision of the AHP Housing Supervisor and AHP Director, this position will assist with landlord recruitment for our supportive housing programs that serve individuals and families experiencing homelessness. The Housing Navigator would be responsible to broker relationships with housing vendors, explain the benefits of working with the program, obtain MOU's and perform property services to verify that the unit is in an environmentally safe location free of hazard, and that each unit passes a minimum standard for decency, safety and sanitation. Duties, Functions and Responsibilities: Utilize computer database systems to track housing inventory and use as a case management tool of record. Set priorities and follows-up to ensure coordination and completion of conducting outreach to property managers/owners to increase housing inventory in order to enable broader choices in securing housing for clients. Handles issues with clients in person and over the phone who may have significant barriers to housing to help broker relationships with landlords to secure housing for vulnerable populations. Assist with securing move-in resources and assist clients with move procedures and processes. Interview clients to obtain information, determine eligibility for various social service programs to include more difficult or complex cases, make appropriate referrals to other community programs or social service agencies, maintain accurate documentation regarding information received and actions taken. Provides factual information regarding various program regulations and procedures; assist clients in completing applications, forms and lease agreements; works with clients on housing tenancy, may advocate for the client with other organizations and property owners. Conduct various assessments in the field and in an office setting to include Community Housing Assessment Tool, Environmental Reviews, Housing Quality Standards etc. Maintain thorough and accurate progress notes, files, and correspondences while maintaining confidentiality of tenants, successfully deal with client issues and concerns. Effectively navigate the Homeless Management Information Systems Assist others with making appropriate eligibility determinations by accurately interpreting, applying and explaining applicable policies and procedures. Knowledge, Skills and Abilities: Knowledge of local social service agencies and programs, as they pertain to homeless individuals. The ideal candidate would have knowledge of basic leadership principles and practices. Landlord tenancy regulations, Fair Housing Act, Rehabilitation Act, Social Service programs policies and procedures, and ADA compliance. Experience and understanding of homeless and housing issues. Communicate effectively with persons from a variety of social, cultural, and economic backgrounds, and display a demonstrated understanding and sensitivity to culturally diverse populations. Effective written, verbal and listening skills, and the willingness to independently initiate and respond to various correspondence. Educate community members about the housing needs of identified program participants and the importance of supportive housing and effectively explain agency program policies and procedures. Ability to work without close supervision in standard work situations Establish and maintain effective working relationships with clients, follow employees, other agencies and with the general public. Understand and follow all agency policies and procedures. Effective communication, landlord engagement, client engagement, plan, direct and review the work of others. General computer knowledge and the ability to use Microsoft Office software. Ability to work flexible hours, as required by the program and Organize work schedule and budget time. Qualifications, Education and/or Equivalent Experience: High School Diploma or GED and 2 years of experience working with homeless individuals. Data Entry and HMIS experience required. Must pass a background check and pre-employment drug screening. Random drug screenings are performed. Must have a current NV driver's license and clean DMV record. Driver History Reports are required to be submitted on a quarterly basis.
